Removing Pay Phones Reducing Crime in Jacksonville?

The Jacksonville Economic Development Commission has recommended removing certain pay phones from Jacksonville streets. JSO claims that removing the phones will reduce crime in Jacksonville. The theory is that a police officer can’t tell someone to move away from the phone because the person can say they are waiting for a return call. It makes it harder for JSO to arrest someone for loitering or panhandling if the person has the excuse of using the phone.

If the Jacksonville city council votes to remove the phones, JSO believes it will make their job easier.
